dont know if its just dumb luck or if they alter the drop rates from year to year, but this year the wandering giants only seem to be droping the collector's stump about 25% of the time... i spent hours (2 of em) killing place holders and tracking giants an only ended up with 5 stumps...

Pretty much any giant can drop this, but it seems that - similar to the goblins in WW - the drop rate is best on roamers. I saw nearly 100% drop rate on roaming giants, but around 50% or less on stationary giants, such as those in the fort.
Got two a couple days ago within about 30 min in the fort. Today with other toons, spent 2hrs clearing fort with none. I guess I'll keep trying....
Cleared fort 3 times, and saw ZERO collector tump stumps drop. I know they dropped before. I was doing the mission on a new character that hadn't done it yet, and hit a bottleneck at this step. Killed a few outside the fort too, but only regular tump stumps dropping this anniversary.
SoE forgot to put them in the game this year. Come onnnnnn emergency fix patch, so I can complete this quest.

They drop outside the fort, too ... abeit, from the other reports here, obviously very rarely. The first giant I ran across, wandering near the Dreadlands entrance, dropped the piece.
Took about 4 kills, but mine came from a tump inside the fort. No more than about 15 minutes time.

Dropped from Mountain Giant Hillock guarding the entrance to the giant fort, too.
Although I searched for them outside the fort they seem to be pretty much Fort only, However I headed pretty much in a staright line towards it and Pallies are not renowned for their tracking ability.
Dropped for me off of A Mountain Giant Tump, in the giant fort.

Any of the Giants inside the fort can drop the Collector's Tump Stumps. Seemed to me the drop rate was excellent once I moved deeper inside the fort.
