possibly the worst class (in my opinion) ... its more or less for beginners
i have both a rouge and a shaman... i have never lost a duel or been killed in pvp by a warrior... i always pwn them with full health with my rouge and simply lock them in place with earthbind and frost shock... then lightning bolt with my shaman... easy

Haste v2 is Spell-based
Haste v3 is Song-only (AKA over-haste)
The haste % of v1 is added to the % of a v2 effect and a v3 effect. However, if there are two or more effects of the same haste version (v1 for example), only the best haste % of the two effects for that haste version is used.
The total haste % of v1 and v2 combined cannot exceed the hard cap %, based on the player's level. However, v3 is not subject to the cap, and is added to the total haste AFTER the total for v1 and V2 are calculated.
Most bard songs, like Song of Celerity, are Haste v2 (spell haste), and thus their haste component only applies if it is greater than the haste % of any other V2 effects on the player. Any non-haste effects of the song will still stack with any other effects on the player, even if there is a better Haste v2 effect on the player.
Songs like Battlecry of the Vah Shir, however, are haste v3, and thus will stack with spell haste and item haste.
The proc from the Bard Epic weapon is Haste v2, and thus it's haste % will stack with v1 and v3. Keep in mind that even if the player already has a better haste % from another v2 effect, the ATK and STR boosts from the epic proc still stack with any and all other effects on the player.
V1 is actually spell type haste, equivalent to those cast by chanters and shaman.
V2 is stacking but NON-cap breaking haste
V3 is stacking and Cap breaking haste.
Worn+V1+V2 all stack, but cannot exceed the haste cap at a given level.
Worn+V1+V2+V3 will all stack, but only the v3 haste can push the total past the cap.

Battle cry of the Vah shir = 15% increaste.
Villias Choruse of Celerity = 45% increase.
Now how on earth do you work out, what haste is, if there are two different types of haste? What would happen if you twisted both of those songs??
Also Composers BP, Warsong of zek, is that Spell haste?
Also Lute of Howler, is that spell haste?
~If pre 60 with epic and no chanter: Lute of the howler will do nothing for spell haste as epic proc is 55%, str/atk/illusion WILL stack (string mod will override epic however as epic is 1.8 mod and LoTH is 2.2 mod). Sing Warsong of Var shir or Battlecry of the Vah Shir for overhaste as chorus of celerity and rousing rondo won't stack with epic.
You also get haste for 1 item.
~If Pre 60 with epic and chanter/shaman: LoTH can be used for illusion/atk/str/string mod, epic for str/atk/song mod chanter/shaman haste will overide. For Song haste sing Warsong of Vah Shir or Battlecry of the Vah Shir for overhaste, Rousing rondo for dmg shield (haste won't stack) Plus 1 item
~If Pre 60 without epic or haster: LoTH for haste, chorus of celerity if grouped, rousing rondo if soloing, Warsong of Vah Shir or Battlecry of the Vah Shir + 1 item.
~Composer's Chestplate is click Warsong of Zek; 62 group 60% str/atk/dmgshield. Haste is not overhaste so sing 64 Rizlonla's Call or Flame or 65 Call of Muse for 30% overhaste. Warsong of Zek's stats and dmg shield stack with shaman/ranger/druid/beastlord buffs and druid/mage dmg shields however.

If you go to that link, and look at the picture, you will see a bard dual wielding TWO epic weps. Was this pic doctored? Or is it actually possible to get two epics? I thought the epic was lore.

Epic is the only instrament for singing, and stacks with amplification
It also allows you to use the annoying *must have a instrament songs like occlusion, and the new harmony of sound, making them usefull
Third, epic is 20 percent, which is the same as troubs mace, gem inlade weapon for all instraments. This is abov e store bought, as they are 0 percent
4 resists... level 63 resist song is singing.. which means singing boost is more resists.. and this song does all resists, so unless you can puretone on every mob you want resists on, along with amplifications, you can get over 250+ to all resists with epic... This in itself blows damage away, as you save cleric mana
final note.. to the monk, at 63, i can out damage a 63 monk, without even meleeing, meleeing and dots, with epic, you have no chance.. and guess what, you still get to tank the mob :) 4dots = 75dps, then add melee dps, and dont' forget the bard 55haste proc, and 30atk... need not sing haste, with it.
Granted i wouldn't duel a monk, hp and mitigation is different, but throughput of damage, a bard is higher.
a bard OUT DPS'ing a monk???? you must be kidding :p not at this lvl when a monk has triple attack and a bard doesn't even have double attack :p

Granted the damage ratio isn't great, but the song bonuses and effect more than make up for it.
This should definately be on your wish list for any upper level bard.

Rogues are the only other dual wielding class whose epic can be used offhand (Rangers, Warriors and Beastlords get both Primary and Secondary, so they don't really count :P), though I'd imagine theirs would be used in Primary for quite a while. ;)

With this proc, I don't have to tell my melee groupies to get a chanter haste. Mine costs no mana, adds attack and STR and doesn't cost anyone a spell slot. Get de-buffed? No prob, its back up momentarily. It will take them up and over the haste cap with average haste item and stacking bard haste.
Additionally, I can add a groupwide DS of 50, with SS bracer, Amp, Rondo.
So, melee buffs, DS, a nice ratio, more HP, and no need to equip specific instruments anymore (OOS, invis, etc) make this an excellent epic weapon. You just have to kill Gore, Trak, Naggie, Eldrig, Nezekezena, Blackwing, Maligar, Phinigel, most of Plane of Fear, Quag, and a cast of thousands.

Anyhow, best way to understand your question is to look at it this way...
Ignore all the stats and procs etc. and focus on your question....the ratio. Actually the answer is dual weild.
Shadowknight can only use 1 weapon, so all their weapons (same for pallys) have a much better ratio than weapons warriors, rogues, bards, and other dual weild classes can get at the same lvl.
Off the top of my head I'll refer you to the Noct Blade, and the Mace of the Shadowed Soul. Both of which are mid lvl Kunark weapons that are very nice, especially compared to other weapons of that era that are attainable at that lvl by dual wielders.
Even better, take a look at the High end NToV or PoP weapons. Many of the easily attainable 1h weapons for SKs and pallys are higher DMG than Delay. Off the top of my head I can't think of a single warrior 1h weapon that can say the same, especially when talking first tier planes / NToV.

now i'm sure that with all your expertise in being BOTH a high lvl shadowknight and a high lvl bard your comparing of the weapons had to be fair but lets take another look.. first... effect on the bard epic, none on noct; str sta cha hp mana and saves on bard epic.... along with the same dex as the noct, and oh wait, the noct has none of those. but does have intelligence... which as everyone knows is SOOO necessary for a bard *drueling with sarcasm*. now with that said, both of these weapons are designed with 1 class in mind. noct for shadowknights, bard epic well, for bards. to cut this short, think before you post next time and remember that a 28 monk can't use any of these weapons (which both happen to have a better ratio than your fists until you're about double your lvl by the way).

Now.. this epic is probably the only epic left that is used close to 100% of the time.. The cleric epic is really only used for the click stick effect.. sure it is nice.. but if your guild gets you the epic.. it is most likely that you are only going to use it for quick mana free rezzes.. Now.. the epic over all.. think about it.. the STR on it is not really needed except on raids.. that is if you are a kiting bard like myself. Now the Sta is always nice.. we know this due to hps.. the Dex is great for a bard overall no matter what type of bard you are.. If you swarm kite it is nice to not miss a note and use mana when charm/swarm kiting. The CHA also.. the more CHA the less resists from mobs when charming. The hit points are always a good thing as stated before.. and the Resists on this thing is great.
If you are looking at the epic's dmg/dly then you are obviously a moron.. it's all about the stats.. think about it.. what if stats were like 10/15.. sure it sounds great.. but if you have low hps...resists.. etc.. then you will die and never get to many hits in.. SO in essence.. the stats are what makes items rock. Like the jade mace.. it used to be ab uber item preluclin.. I remember it selling for 22k along with the lammy.. But what was better Jade mace or lammy? Of course the lammy.. the stats took up for the 1 dly extra on it.. So think about it before you post.. if you aren't a bard then you don't realize how important INT..CHA>.and DEX is for a bard.. Definetly the three most important stats for a bard.. Well I hope this settles it for you all..

Plus i think that this weapon for a bard is awesome
The more important part of the weapon is that it also acts like an instrument. This allows the bard to melee and get full or near full song effects as if they had an instrument equipped. It also increases some of the songs that use the singing skill. Stats on Verses of Victory go up and the damage our DS's do also increase with this weapon. It does not affect our haste or our DD songs but I think it might increase the slow songs. This is an incrediable weapon for a bard. It will make a bard and his group much more powerful. It is probably the epic that adds the most to the character who gets it in terms of increasing their raw power.

This weapon is a gray blade with a red jem in the hilt, the finger guard thingy looks like wings on opposite side. Blue notes swirl up and down the blade at all times.
It only works as an instrument in your primary slot
if you turn in the wrong stuff to the undead bard just turn in what you left out directly afterwards, he will reward you with the lute back. its like multiquesting.
The doppleganger was no problem for a level 56 bard to solo, hes a necromancer i believe around level 45-49....cant remember exactly
