It does not poof when you leave PoA
the quest ring when completed has
6 AC .. 5 str/sta .. 9 dex

Why would you go through the trouble of completing this quest, when one of the components, the Azure ring, has the same stats as the quest reward. Unless the component ring is not wearable.
