This dropped off of any of the three elven lieutenants during the war in dreadlands. They were only up for about 4 days. Not that many dropped since many people were only killing the evil mobs and not the good mobs.

If you don't have one now, you won't be getting one anytime soon. It is no longer dropped (see the description of the item on this page). The War was a one time storyline event.
