I was doing this with my chanter and just got this page, when you zone in drop down and go west, take a left i believe and go through the door. The page should be right in front of you on top of some bones.

This spawn is located in the basement of the west wing in a little cubby with stairs on both sides and bones in the cubby. There's 1 or 2 mobs in that area also.
