Dropped off of a dark boned skeleton in Unrest. Half-elven Ranger, lvl 21, as far as I know I should be able to wear it?
ok as I was typing this I came to realize its my race. lol
Elf, High Elf, Dark Elf, Halfling... no Half Elf in there. OK, thats what being a noob gets ya (me), but anyway, new location found.
