Yes, you can buy the Dragon Scales from other players. I see them go as low as 50p on Bristlebane. It's a lottery though, because they only list as "Dragon Scales", and need to be purchased to be Indentified.
As mentioned by Rehkin below, do the side quest for the third scale (in the Temple of Ro).

Posted: Sep 26 2001 at 6:53 PM, Rating: Sub-Default, (Expand Post) why can't thay just make it so that you can buy the scale's from a vender some where hehe =) what you can buy the gem's from vender's and don't have to do all the questing and how much the gem's are worth is based on how thay look at you and what your cha is at =) and the vender's stop getting afected at 110cha so don't sit there with like 200 to 250 300 cha thinging that you can get it the cheepest around =P well good luck on your quest and play nice =)

Theese are the scales that are used for the Wurmslayer. They are not no drop and weigh 1.5.

No they are not the same scales. The scales needed for the wurmslayer quest are dropped off of Azdalin and Gylton in Burning Woods. They are mid 40s in lvl I believe. Easy to kill with a good group. If you solo them, I believe you need to be at least 52 or so and their fire resistance is up there making it even more difficult for druids. The third scale you can get by doing the side quest in temple or you can kill the lord for it. He drops it every time, however by choosing this route you will become kos to the temple and thus ruining any chance of questing for future items.
