Yes, exactly, and that is how it is intended. It is a BACKFLAG quest, to allow Qvic flagged guilds to flag new apps, without having to REDO Uqua and Ikkinz 4. It is not a method for a non-flagged guild to slip into Qvic on the easy, nor should it be.
