Planes of Power
PoP was a great expansion but it has a lot of stuff that makes you go "hmm ... whats this for?" This is another one of these named mobs that drops some quest item for some unimplemented quest. There's at least one of these mobs in every zone. I suspect, as someone mentioned below, that PoP was hurried out the door and a lot of stuff was left unfinished. PoP is the only expansion that has so much of this stuff.

Looks like someone figured out what these are for. Although the quest itself makes no sense.

keeper of past lore and keeper of future lore had to be, one in PoTactics and other in plane of war (finally unreleased), as tallon and vallon had to be one in potactics and other in plane of war ... BUT they needed to finish fast the expansion so they let PoWar unfinished and began to put mobs for the quest somewhere else (BoT for keeper of pas lore) and lower his level, and tallon and vallon in the same zone ... they did not even removed the PoWar stone in Pot ... stupid SOE that want money faster and faster ...

Any new info on what this is for yet? I got one last night.
Mob is higher then 70th level since it was yellow to me and I am 70th level

well i got a couple ideas on this maybe someone can tell me i'm wrong or maybe someone can tell us all what these are for, theres "ancient lore of the future" in tactics and "ancient lore of the past" in BoT. in order to finish elemental flags you have to go to maelin and say "what lore" could it be that these 2 drops are part of a 1 group quest for access to 1 or all of the ele planes but fire? thats my thinking but i think you would need to find a cipher of some sorts and i have yet to find a mob that drops a cipher, that should be somewhere in pov/hoh i guess. anyhow crazy ideas maybe they help
Still unsolved as far as I know, but I agree with your guess that it may be something to do with Earth/Air/Water access. Especially as there is also a Keeper of Present Law in Torment.
The 4 main flag chains needed for Earth/Air/Water access are Saryrn, Zeks, Agnarr and MM. So I also agree that there must be something from HoH needed also.

Killed mob last night in BoT. Anyone know what this is for?

We killed him too. First thought was that it was part of the new backflagging system. But then it was brought up that Tactics can be quested to enter, so why have a backflag item for that zone?
Anyway, from the name of it, it's yesterday's newspaper that fell through time to a couple millenia ago... heh
