It's under the frozen ice river into the underwater passage then follow the loc a few others mentioned - It's under one of the emblems ( signs ) btw swim close to the surface while under the frozen river you can breathe that way if you don't have endure breath spell or item on you.
someone said a 47 necro's room. well i can tell you now, hes much higher than 47. im a 58 pally and he cons red to me, he hits eor 350+ hp a pop. so i think hes 63+

if you had checked main quest it will tell you everfrost (in the cave accessible by swimming in the river). bag (jawbone) can be found on the way to the hut in the cave.

Ok, here is the exact loc of the jawbone, it was under a sign on the wall, I saw other signs, it may be that the spawn is random but underneath a sign.
The good news is that the signs are in unpopulated open hallways and especially good is that they are not in the lvl 47 necro NPC room.:-)
Well I never went in there, so don't know for sure there is no sign in there, lol.

Thanks, that WAS exactly where it spawns. If you go into the bear caves and take a right at every turn, when you get to the fourth intersection instead of going anywhere just look at the sign and it's directly beneath it.
