you guys posting bout the proc level, its mostly for pets come on use commensense, when a item requres a level higher then proc, its for a pet that can use the proc if lower then req level... hope this helps yuor questions and saying how dumb it is when infact its great proc...
1) The lower the level required for the proc, the more frequent the proc.
2) Not every group has or requires a mezzer, and thus it won't always be a "great weapon for killing your group!"

Level required for proc has absolutely nothing to do with how often the proc goes off.

maybe it procs lower because it's a proc used on more than one weapon and they didn't feel like changing the entire proc for just this one weapon?

Have to agree, that is quite stupid to have a proc that has a required level LOWER than the item itself.

Why would u have to be lvl 50 to use weapon and it procs at lvl 40?
Would like to have this to farm bone chips in FoB. Save time just train a hundred and then start hitting. Full packs in minutes.

I bet every enchanter hates this wepaon soon. The stats arent all that great. Not enough to make up for the AE proc which doesnt even do much damage. Great weapon for killing your group!

lets say you have a bout 230 dex, and procing like crazy, and theres 4 on you guys no enchanters or bards, yer hekling yourself 68-116, they all low-high DB'S conned your level 53 lets says, and procing crazy as i say lets procs 6 times, thats 408-696 hp you get healed by yourself and damage each mob for that much.... thats 1632-2784 more hp you have that will save your *** from free heals, now tell me that friggin sucks.....
