when you're camping them stay by the zone wall otherwise the leatherfoot deputy might swing by and he can be anywhere from lvl 10-40...i found this out the hard way

Is killing these halfings completeable by a lv 5 Dark Elf Cleric or a Ogre Shaman? I know my lv 13 Dark Elf Warrior can hack the little tree huggers to pieces, but I never tried it at a level below 10.

Not unless you have someone clear the camp for you. And your helper should also be able to kill the leatherfoot deputy. He is a real bad-ass and even attacks my 36 monk sometimes

Easily obtained from the little halfling buggers. To find them, either zone in to nek forest from lava and hug the wall to the right, or zone in from ec and hug the wall to the left. They drop it every time. At level 29, one cast of wrath killed em
