If you did the Anniversary ToFS raid it's the room Venril Sathir and Dracolich spawn in. Table has the beaker and candle set on it next to the dragon skull on a table.

went there... waited... and waited... at that specific loc... and still no pop - any ideas on the repop timer on the vial?

It's in the next rooms past the wedding party floor. You follow around almost like you want to zone, but dont go up the spiral stairs. its on that floor,follow around to the right room and once in look left.You'll see the tables. and it will look exactly like a bag. and yes same discription as the previous post.
This is a groundspawn in Tower of Frozen Shadow. Once you get to floor 6a you will need to find a room with what looks like a chemestry lab of some sort.. there's a bunch of jars and bottles and a dragon skull on a table. This item spawns on one of the tables next to a set-up of red bottles. Floor 6a is relatevly small and it's hard to get lost. Good luck finding this although you can do it withought luck cause it's so easy.

There is a zone-out mirrior on every floor, so you can just grab it, and zone right back out to the Iceclad Ocean withought having to fight your way back down (even though it's imbossible to go back down but just knowing you don't have to is refreshing).
