Apparently that theory may be true. Although I have no idea what this item is for (the Screaming Aneuk Skull), several quest items I am have tried selling to NPC's the vendors are quite willing to buy for only 1 copper despite my CHA being 140. Dranik Incense Burner for one and Shorn Murkglider Tentacle for another (both are used in the OOW Tier 1 Armor quests. Just an FYI.

I had a fellow guildy of mine tell me that anything that a vendor would buy for more than 1 copper was not a quest item.
Not sure if this is true, but this sold to a vendor (with 142 CHA) for 17.1.4.3

FYI dropped off Named "pixt something or other" (sigh SOE names from GOD =P) in Nobles Causeway as well.
