Confirming that OT partisans don't seem to drop the pouch of dust to this day.

I am a level 48 Shammy solo'd the ruins with pet to finally get a Partisan to pop the one I got popd in on the hill side of the ruins where there is normaly to sarnaks there are three in the ruins. Since this is no drop and Lore, i have a 37 alchmey skill was wondering/hoping when i get the drixe dust from FV and the Gorge Moss when i make this thing if it is gonna work with that kind of skill?

yes, this is used in the potion which comprises half of the "xinth" potion. Xinth then restores the memory of a nervous feller (a Coerced Channeler, non-KOS to ikky shammies) in Dalnir who gives you one of the three skulls required for the 6th cudgel.
Took me about 5 or 6 partisans dead to get this, so the drop rate is not unreasonalbe--but the partisans are somewhat troublesome to spawn. The little shack in the northeast region of FM is where I got mine--not easily soloable at 44, but a 50 ranger + shaman makes mincemeat of the place.

Ok, I have completed the quest for the level 29 Druid spell Beguile Plants. I have killed around 20 Sarnak Partisans in The Overthere, and none of them had the Pouch of Dust. The first Partisan I killed in Frontier Mountains had it. I can therefore assure you that the ones in The Overthere do not drop the Pouch of Dust, although they are named exactly the same and appear to be the same level like their cousins in Frontier Mountains.
In case you're interested, this is how I got the other components:
Sarnak Farsight Crystal - off a Sarnak Adherant in Lake of Ill Omen - Can be bought off the people there as well, as it is Lore but not NoDrop. It dropped off the third Adherant I have killed.
Shaman Powder - The druid that gives you the quest calls it Powder of Tsu, but they are the same - Off Froglok Tsu Shamans in Firiona Vie, also dropped off the third Tsu Shaman I have killed. Note that their area is very crowded with mobs that can see through invis, so careful.
Healer Silk - off a Strathbone Healer in Kaesora. I assume everyone knows how risky it is to get that. It also dropped off the third Strathbone Healer I killed.

I will confirm this post. I to have also killed 20+ Partisians in Lake of Ill Omen and no Dust but the first one I killed in Frontier Mountains yielded my long sought dust. The spot I found that helped was at 2000, -1800. There is a ruin there that has 2 Sarnaks inside and 1 outside. There are 2 ruins on the cliffs next to the ruin and a Dragoon that wanders along with various other mobs.
As for the other pieces to the Begiule Plant spell here is where I found my pieces:

Powder of Tsu - Froglok Tsu Shaman in Lower Guk (easier for me to kill without 500 adds)

I used the spot that Airathorne mentioned in the FM. Did this part of the druid quest beguile plants at lvl 39. Just pulled one mob to the north wall which isnt far from the camp. Just dot and use your dd stun spells and you wont have to worry about him gating or healing. Dropped on first partisan I killed.

Same here, I killed about 20 Sarnak Partisans in The Overthere, got a couple of nice selling stuff off them, but haven't seen the Night Dust, not even once. Haven't tried the Partisans in FM yet.

I killed at least 25 partisan with my group in Overthere, got ceremonial dagger, emblazed tabard, lot of stuff but no nigth dust (
