Just wanted to give an update on this: I've recently made a new monk, and decided to do this questline just for fun. The cubs are now all over the place, near the edge of the entrance to Cabilis in LoIO. I got my canine from a cub at loc 6489, -5707, 53. Hope this helps someone else:)

These guys just dont stay popped. Every time i target one of them, it commits suicide. Yea its a low lvl quest, but dont you have to complete the shackle quests in order? And if you do, then how are you supposed to, when the necessary MOB's vanish when you target them?
