At the moment this item looks like a way to fill you pockets with 6pp each. Other than vendor trash, their is no known use for it and if it was tradeskill it would have a tradeskill tag.
I know you believe you understand what you think I said, but I am not sure you realize that what you thought you heard was not what I meant.

think its more likely they for handing in to raise faction with dragorn foes.
I have a couple of these drop in DS and they were going for a few hundred PP in Baz .. just not sure what they are used for in trade skills.
