This dropped last night from the treasure chest after the Marshall Histent/Grinblik event for the ranger 1.5 epic in the Bloodfields.
He just wiped out a group of 8 70's quickly, hitting in the 1300's...so apparrently things have changed

Killed Captain Varns with 65 cleric, SK, ranger, shammy. Not sure what his level was, but he wasn't terribly difficult.
The AE is actually an unresistable AE 500DD with slow, casting slow, and snare. It goes off every couple of ticks, and the range on it is very large (I saw the AE effect appearing on all the luggalds standing around the room).
Hit my SK for 631 max. Dropped this bracelet.

Just took him down with my guildies. Me, 2 Beastlords, Ranger, Monk, Shaman, Cleric and Enchanter. We all 65th level and only one of the Beastlords is Elemental.
Just FYI for SK's not in Elemental guilds it is doable.

this drop information HAS to be incorrect. I dont think something this nice drops off level 55 mob in an LOY zone.

Wrong. This absolutely does drop from Captain Varns, and he does spawn in Dulak. This is actually one of the worst items on his spawn table. We had this drop the second time around.
As a side note, combat disciplines do work (used /resistant and /unholy aura and /leechcurse, although leechcurse was next to useless due to the slow effect.)

yeah but did you see his spell? PB AE 200 that is unresistable and reduces attack, casting, and movement by 50% as well as making combat abilities unusable.
actually Limit: Combat Abilities not allowed means it wont affect combat abilities.
look at all the focuses and spells that reduce casting time, or increase damage. they all have the same limit.
