I don't know what it's for yet but I entered the zone with Levitate from the Fronteier Mnts. As you enter the zone turning towards the drop off there was a waterfall that wasn't on my map. So I floated myself over and picked this up (neg 1971, neg 1636 facing north)

no way to find the ground spawn, seems to be broken .... (shackles of thyro quest)
