Ruins of Kunark
Found at the feet of Captain Di'ouz. Feign Death'ed right at his feet and was able to pick it up with no problem.
I know I was worried as hell about finding this since there was no information here on it, so here's some input.
It spawned at the feet of "a Di`Zok Sergeant" on the left battlement right after you zone in. Go in, walk through the first tunnel, take a right towards the entrance to the bulk of Chardok, take a left to go up the stairs to the battlement and go around, it's on the floor there. Loc is 166, 378. I just ran in, found it sitting there in plain view, not 200 feet from the zoneline, FD'd to get loc for board here, and ran out the opposite way I came in (the zone in is NOT the zone out, I learned that the hard way.)
Shackle of Tynnonium + Whistling Fists is god.
