A snowball dropped for me in the jail cell area after about 2 hours of camping for the Icy Goblin. I wanted to throw it but it was nodrop :(

This dropped in Everfrost Dungeon off a random mob.

Depending on the spawn rate of the wizards, you may find it difficult to find a wizzy to take down to get the snowball. The thing here is to clear the various rooms as much as possible. I finally got mine of a wizzy in the jail area.
They are random spawns and there are no specific PHs for them. Just clear the rooms and keep the cash as you go.
For the faint of heart, you can pick up a lot of trash as you battle in some of the close quarters in PF. So be prepared. Even at level 39, I still pick up considerable trash the further in I go. You can easily see HP dropping fast when five greens are wailing away on you.
And the snowball is NO DROP, but once you get the totemic piece itself, that can be sold or traded.

Yes, I've hunted in Perafrost a few times, once for a couple hours while trying to get a Vox raid together, and I have never seen a snowball drop yet.

Indeed.
The Chanter in my guild and I spent two successive evenings for about 3 hours each time and I finally got the snowball off of a wizzy at the beginning of hour 7.
But the loot was pretty decent at about 70pp per hour.

My understanding is yes this is a no drop item as are all the Totemic Armour

I dont think all the Totemic Armour is no drop, as a Shaman in my guild on Tunare just bought the helm last week. Other pieces may or may not be, I don't know. however the Permafrost Snowball is for sure no drop, as I picked one up off some random goblin i was clearing in the King room while waiting for the rest of the Vox raid to show up on Monday.

The components for the Totemic Armor quest are No Drops, except for the gem stone. Once the armor piece is created, it can then be traded or sold to another player.
