Get the Fragment and Sliver and hail the dwarf Tublik something.. guy outside of Yxxta zoneline. Hes surrounded by mobs but they roam so just wait till its clear. The only thing close to you at the time of handing in JUST THE SLIVER (which he gives this back right away) is the ra'tuk guy. Its easy. Then eventually get the Inktuta piece from Noqufiel and hand all 3 in to the guy in Abysmal Sea for the Cipher (access to txevu). Hope this helps.

do the hand in, zone out of KT. Then zone back in, you will see a tex "the magical barrier the protects qvic softens" . The zone out of KT use madorona and "wish to travel" nd gratz you are in qvic flagged
