It is used in the part of BiC called "Investigate martyrs Passage." return one of these items to Kevren and get flagged "You've returned valuable information as to why the Muramites are in the Martyrs passage."

Turned in this one to Kevren after 4 Relics.
Then I got New text in "progress update"

Finished! You've returned valuable information as to why the Muramiges are in the Martyrs Passage!

By the way, I couldn't find any item named "Parchment of Flesh" while camping Martyrs Passage couple of days.

It's one of the items you have to turn into Kevren during the KT portion of the BiC. I forget for which subquest exactly, but I am guessign the Relic of the Martyr, since it drops from the mobs in the building you get the Martyr Relics from.
