Actually, the name of the item, if I remember, is Noble's Seal, NOT Noble's Crest for the reinforcements quest. If you review the quest under Collar of the storm neck item, it relays the entire quest but does NOT include the portion to resolve the Seal. I think this is still an incomplete portion of the quest or perhaps it hasn't been solved as of yet.
I am tempted to try and give it to Tormax. I am ally with all three giant factions and I will report my results under the other thread

I obtained a Noble's Crest as a secondary reward from the Reinforcements for the Tunarean Regiment Quest in Kael Drakkel. This is DIFFERENT form the noble's crest you get from killing the NPCs outside Guk (for the crude stein in Oggok). The one from Kael looks like an armband, while the one from the Oggok quest looks like a pendant.
When I got it, the NPC (Wenglawks) said that this would prove my loyalty to anybody who questioned it. THere must be a further quest involved, but not sure yet.

If I remember right, you get a crude stien by questing with this in oggok. Drops off of high elf NPC that spawns in swamps. He's 12ish I think
