Selling Gloomindeep silk to a merchant will return about 1 sp 5 cp
Instead give the silk (unstacked) to Vahlara and she give you an stitched burlap item per silk; then sell any of the stitched burlap items you don't want to a merchant as each item will return between 5 sp to 8 sp

Actually I just bought up all the Gloomingdeep silk from the merch's and handed to Vahlara (probably received a couple of full sets after giving 36 unstacked silks!).
The gloves (2 gp & change), shoes (1 gp & change), and the cloak (1 gp and change) sell for the highest to the merch's (with a CHA over 100... I noticed a huge change in prices when my CHA got boosted by better gear I'd picked up).
The other items sell for less than 1 gp but for more than selling the raw silk to the merch's.

Whether you hunt the silks or buy the silks, Vahlara, (Vah Shir) in Gloomingdeep by the bridge to the spell merchants, will give you one piece of stitched burlap armor. The stitched armor can then be sold to any of the merchants for varying prices above 1 gold.....

She seems to give an item per silk now. If you really can't get the slot you need the merchants tend to be loaded with the armor too.
i sent in an email about it, using "send a correction", but ill post it here too. hand in 3 of these to Vahlara, and she will give you a random piece of Stitched Burlap armor.

You can give Vahlara 3 silks numerous times until you have a complete set of Stiched Burlap armour. She'll give you the same items but eventually you'll get a full set. I did it with 60 silks at 3 silks per item.
Where do you find her?
Correct. All you do is turn in 3 silks for a random item. She is the female Vah Shir who gives you the kobold skull to start getting stats on it.
