This is a different card from King. This card's lore is "King Card." It's one of a number of GM items which can be used for GM events.
The item received from Zenita D`Rin in East Freeport during the Telescope Lens quest is called King not King Card. It identifies as Item Lore: Moodoro'sCards-King.

I have a feeling this quest was a casualty of the Freeport revamps as the item database is all over the place in respects to entry dates (i.e., the NPC's are some of the oldest in the database, whereas some of the quest cards are many years later, but not all).
