To get Dark matter you need a dropped item called, Raw Dark Matter. You turn the Raw Dark Matter in to Skelontorim Orrthemech located in Abysmal Sea. He spawns at -211, 71, 96
.Skelontorim Orrthemech will then give you the Dark Matter used for tinkering. I hope this helps.

You can also put 1x Raw Dark Matter in a toolbox to get 1x Dark Matter.

No amount of tinkering skill will enable you to craft Dark Matter UNLESS you do the training in Abysmal Sea with NPC Skelontorim Orrthemech. Going through his four steps of training teaches you to the skill level of 54 (from innate skill of 50). It also teaches the skill to convert Raw Dark Matter to Dark Matter and Raw Infused Dark Matter to Infused Dark Matter. Having gone through the training you will be able to convert one to one initially. After you have done the combine numbers of times you may be able to make three Dark Matter from one Raw Dark Matter. If you do not want to do it yourself (going through the training) you may also give one Raw Dark Matter to Skelontorim Orrthemech and he will convert it for you.
