Seems he gives out a number of different spell rewards. I've also gotten

This is given to the Cleric Guildmaster Jermoz Lerkarson in the Paladin / Cleric Temple in Freeport. From talking with the npc there is no direct request for this head.
Quest: Behead The Militia
Step 1: Slay Captain Hazran. He can take some hits, not hard, but much harder then the regular guards.
Step 2: Bring Head to Jermoz Lerkarson
When Jermoz Lerkarson takes it he says...
"We have heard of your assault. We even attempted to slay Lucan. Alas we failed. You have done your part and as such have earned our thanks. Beware of the Freeport Militia. They will no doubt be on the lookout for you. May Marr protect you. Perhaps you should speak with Valeron Dushire, paladin of the Knights of Truth. He seeks to slay the fallen knight."
Jermoz Then Hands You Your Reward....
Quest Reward: Spell: Symbold of Pinzarn.
Faction Adjustments:
Knights of Truth Got Better
Dismal Rage Got Worse
The Freeport Militia Got Worse
Priests of Marr Got Better
Steel Warrriors Got Better
From this it seems that it was a quest placed in there to hint at the Paladin 1.0 epic.

Whoops I see this has already been solved, but isn't linked here yet lol

oh well.
If you turn in a militia helm to Jermoz he gives some text that has the brackets. You can ask "who is the true organizer" and he goes on to tell you that he wants Hazran's head.
