There are at least 3 holes in the ice in the river. One in each branch and at least one in the southern leg of the river. They're near the shore in all cases and are somewhat difficult to see if you're not looking for them. They have a slightly darker look than the ice and you can enter the river at any one of them. I found the Ingot on the East branch of the river near the North end.
