I just did about 30 turn ins to of coin to Rathmana Allin in South Ro to get Temple of Sol Ro faction up. He says to you "Would you like to reach into my bag?" and when you give him the coin each time he says "May Solusek Ro guide your hand." If you're lucky you get a low lvl (up to lvl 20 or so) spell. If you're unlucky you get one of theses rotted scrolls which are presumably useless.
