The skellie camp in LoIO at -3100, -1600 has several different types of skellies. They are essentially acting as place holders for Icebone skellies. Keep taking out the skellies until Icebones show up. Once they did pop, I got the piece off the first one.

I hunted Icebones from the ruins to the windmill in the LoIO, but I only found lesser versions until finding a camp near -3100, -1600. There were war boned, charbone, and icebone skeletons inside a small ruin just northwest of the windmill.
Lesser Icebones don't seem to drop the Heart of Ice. I would look for ICEBONE Skeletons!

Every Ice Bone I destroyed in the Lake dropped one of these and usually bone chips as well.

I killed an Icebone in the Swamp of No Hope. He dropped a Heart of Ice.
And it dropped of a Lesser Icebone
