I'm not sure if this is expansion locked, or if there's a restriction I'm not aware of, but when I try to combine this in the Brew Barrel in Rivervale with a 122 skill level, I get the message "You cannot make this combine because you fail to meet the requirements."
Anyone have more info on this?
EDIT: I tried the Quinine recipe and got the same message. I'm assuming that this is expansion locked. I wish the in-game message were more clear.

This is used in the Elven Salad recipe which is a Gates of Discord item so that might be why you are getting that message. I changed the expansion on this item and the recipe to Gates of Discord. If you find it combines before then, let me know which expansion.
