Been killin in there for fun for about 2 hours now and have seen like 12 of them drop....
The festering hags in the basement of Unrest dropped a couple of these during a two-hour hunt. If you're looking for this item, I'm guessing it's about one drop per hour on average.
If the hags are still giving experience to you, they can be nasty with their wizardly damage potential. If you get more than one hag on you, you'll need a good healer or it's probably curtains for you. Bash em and slash em...if you can interrupt most of their spells, they'll fall like greens.
