Well, this is the first post on this in four and a half years, but this item is not flagged as a quest item as many items were with the release of The Serpent's Spine. I know not all quest items recieved this flag, but from what I have seen most have. This is either for a long defunct quest, or it was era vendor loot (3pp used to be alot of cash before any of the expansions).
