This seems to refer to the Dragoons on the rocks near the Siren Rocks ("Lovely Fish") in the Ocean of Tears. It's probably just flavour or 'signposting'.

I was wondering the same thing - what is this for? I got it from "The Prophet" in the tower instead of Emp Crushbone as the description says.
