You can fish 1-4 lb. tuna in the Buried Sea, even if you have a high fishing skill.
1-4 lb.'s are by no means a common catch, but they will show up if you are patient.

I decided to at long last do the Chef quest for fun.
Bonzz had a 200 Fish skill and used a Brell's Pole (clicky) and both vendor sold bait and a Hargrar's bait (clicky). All he could catch was 6 to 14 pound items. (in Abysmal, center dock)
So I got this idea to use an alt. This alt was level 52 with a Fishing Skill of 2. I bought a vendor sold pole and vendor sold bait. I fished at the same place. This toon, if he caught anything, was catching 1 & 4 pounders, for the most part.
So I kept fishing and soon his skill hit 25 and suddenly, I was catching 2 and 3 pounders!
