Upon turning in letter of recommendation:
Perrir Zexus says 'DeathTemplar, eh? My sister has a keen perception for seeing into a person's soul. You may store an abundance of hate but hate can be devoted to different ideals. Prove to me your devotion to our Lord Innoruuk by bringing me the skullcap of a Leatherfoot Raider who has invaded our forest. Go, Deathtemplar, and do as I have requested.'
Your faction standing with Priests of Innoruuk has been adjusted by 200.
Your faction standing with King Naythox Thex has been adjusted by 30.
Your faction standing with Priests of Marr has been adjusted by -70.
Your faction standing with Clerics of Tunare has been adjusted by -50.
Your faction standing with Priests of Life has been adjusted by -30.
Your faction standing with Primordial Malice has been adjusted by -800.
You gain experience!!

There is supposedly a second part of this quest where you have to bring a skullcap to Perrir. I'll try and find more info on this...

My Troll Sk of Cazic Thule (wrong class & deity for the quest, but anyways) picked up this note from the Saxarivza Zaxun located in the Shaman guild in Grobb.

The note gets delivred in Neriak Third Gate to Perrir Zexus at /loc 408, -781, -51. When you hand him the note he says (Banner is the character name that did the hand-in):

"Banner eh? My sister has a keen perception for seeing into a person's soul. You may store an abundance of hate but hate can be devoted to different ideals. Prove to me your devotion to our Lord Innoruuk by bringing me the skullcap of a Leatherfoot Raider who has invaded our forest. Go, Banner, and do as I have requested"

Faction ups: Priests of Innoruuk, King Naythox Thex
Faction downs: Priests of Marr, Clerics of Tunare, Priests of Life, Primordial Malice

...off to hunt leatherfoot raiders I guess...

Updated, thanks.

Savarixsa Zexus in the liberated Grobb also gives a Note of Recommendation

You say, 'Hail, Savarixsa Zexus'
Savarixsa Zexus says 'Salutations, Baneluk! I am here as a favor to my brother, High Priest Perrir. We seek loyal followers of Innoruuk to earn their place among the hierarchy of the Spires. Are you [devoted to Innoruuk]?'
You say, 'I am devoted to innoruuk'
Savarixsa Zexus says 'My brother requests your presence in Neriak at the Spires of Innoruuk. Take this note with you, Baneluk. It will inform Perrir of who sent you.'

The note of recommendation is aimed at human clerics who worship Innoruuk.

When you bring your human cleric to the Neriak Third Gate cleric guild, the cleric guildmasters there will initially con dubious and if hailed will say "You could never be of service to our guild."

However, once you hand in this note of recommendation, your faction with Priests of Innoruuk goes up to indifferent, and you are given a quest to go kill a halfling raider and return one of their leather skullcaps.

Anyhow, this is a useful faction correction if you wish to do the regent symbol of innoruuk and related quests with a human cleric worshipping Innoruuk.

Your faction with the cleric guilds in North Freeport, Qeynos, and Felwithe does go down with this faction adjustment, but is still in the dubious range where you started. As you do more quests with priests of Innoruuk, however, your faction with these other cleric guilds will go to kill on sight if you have not done other quests to improve those factions in the meanwhile.

The only faction that is a particular challenge to raise is the Priests of Marr in North Freeport. Basically, the only reasonable way for a dubious char to raise their faction is to kill Freeport Militia, which lowers faction with your own guild - Dismal Rage as well as with the Freeport Militia. But I would advise not to do that unless you have already raised Dismal Rage faction and Freeport faction in other ways and have room to take a bit of a hit, and even then, be cautious.

Dismal Rage faction can be raised with bone chips, spiderling silk, and cyclops eyes to Xelha. Militia faction can be raised with the two rogue quests involving bringing messages to Janam and Rebby and returning with the response from Janam and whisker from Rebby.
