I can confirm that he is the ph for one eyed gnoll. I killed both at the loc. 1029, -1014, 38. It was not so hard for a lvl 28 ranger.
The escaped Splitpaw is NOT the placeholder for the one eyed gnoll, because I saw them up together several times today. The escaped Splitpaw is the placeholder for the scribe.

Seems like the Escaped splitpaw gnoll up north might be his PH, have had him pop three times in a row and no escaped splitpaw has shown yet.
