I can't believe I'm saying this, but I FOUND one on a vendor recently.
Merchant sold it to me for 787 plat. 4 gold, 9 silver, 9 copper.
Actually had to come here to check to be sure I was actually seeing what I was seeing once I bought it. But, I bought it before anybody else could, then looked it up!
Well after trying to hand him a golden ticket 300 times just to get this I think it is no longer a reward or never was one to begin with. Bought 3 tickets with loyalty to get this and got drums and ton po's pretty fast, which were the other two items I was missing, but not this.
got one from casino and I dont think its so great. aside from the snare its only a 5min duration and doesnt stack with shm/dru/bst regens (tested myself).

this item isnt new, it came out in Kunark those years ago it dropped off the Fungial King in Old Seb along with the tunic, but that doesnt have the effect anymore, they nerfed that a long time ago
No, the Fungi covered great staff (the nerfed version) still has the same effect. Difference is it has to be equipped, and only those 4 classes listed can equip it. Even the nerfed version goes for a lot cause it's still useful to those classes.
You only need one for anything. You just have to beat the odds by getting a gold ticket, and then beat the odds again by receiving this as a prize for it.
Just thought I would mention this but unlike the effect on the tunic.. This one also 90% snares you so it isnt something that you want to use while in a fight or else u cant run away but because it is considered a beneficial buff you can simply click it off at any time.. I am really happy that they brought this item back.. One of the rare great items that was removed..
The effect does snare you but not 90% its about 33-50% and its an instant cast and obviously you can instantly click it off I used this from lvl 35 (when it procs) tell lvl 60 solo'n with my BST just click it off when you go pull then on the way back instant click it when you get near your pet turn around and kill, rinse and repeat. This was the old one not sure if new one is instant click as well

This is the pre nerf version of the Fungi Covered great staff. It can only be obtained through other players or the casino. What makes it better than Fungi staff is that it can be cast from inventory by any class.
This item is just one of many HP regen items that Monks can't use. The game's itemization "scheme" intentionally makes HP regen items harder for Monks to acquire.
Iksar BP and Belt of the Great Turtle are just 2 examples - and there are many, many more. I have noticed the same is true for many +ATK and items as well a ton of high AC gear.
In addition the many such items unuseable by Monks there are many more that although Monk equipable just weigh to much for any Monk to seriously consider using.
Why do this for Regen, ATK and AC items? I suppose the Devs figure since Monks get the Mend skill and a natural ATK and AC boost many of these items would be overpowering.
Does this make sense? It may have at one time when the game wasn't filled with so many commonly available uber items (and before the mitigation nerf).
But now with the all the great stuff they release with each new expansion, the Monk's innate abilities are no longer a fair tradeoff for their itemization disadvantage. This needs to be changed.
Monks have never been able to use the Fungus Covered Great Staff. More than likely though, this prize is a pre-nerf one...so it can be right-clicked from inventory (hence any class can use it).
