Tea Leaf Oil Sells for absolutely nothing at vendor Sateal Deirosap in the bazaar (human Monk level 2 charisma 141).
Can also be foraged in Ferubi
foraged from: Natimbi, Qinimi, Sewers of Nihilia, Uqua, Yxtta; according to eqtraders.

Foraged 8 of these in a little over an hour in Natimbi with foraging skill at 193. Seems to be pretty common there.
