I had a Rotting Commander drop one last night. These are now NO DROP as well. MOT a GM event item anymore. The stats are kinda sucky for a GM event anyway.

Yes it is a GM event, I don't know details about the event but I bought 2 of them from someone about 8 months ago in EC selling these and she said she obtained them in a GM event.
