how do you get the stuff to make thhis. and how much does it cost to make this??

You need to be Shaman with a very high skill level in Alchemy to make this potion without a lot of failures. Since Alchemy skill is limited by the level of the Shaman, I wouldn't even think about trying to make one of these until around Level 55 (that's character level, not Alchemy skill level). The ingredients cost 168pp which, with a 1/20 failure rate, works out to about 176pp a potion.
