This item actually raises my attack by 13. I that 10 is the minimum it will raise it. I have asked around and other people say the same thing, it usually raises your attack by more than 10.

The Atk given by Vengeance is the raw Attack value, it gets modified by your class (similar to AC).

A pure melee class will get more effective Atk than a caster, for example.
