Could this stack with a weapon that already procs Vamp Kiss for double the procs or do I have to use Vampire Talon?

You can put this on a weapon with Vampire Kiss and both will proc, but separately. In other words, you won't get one tap for 150dmg, you'll just see the 75dmg proc a lot more often.
generally, when it is actually a lifetap... doesn't it say something like decrease target hps and increase your hps? just my meddling 2 cp worth.
When you look up the proc. effect called Vampire Kiss, it lists target type as "Lifetap". As far as I know, this is the only way to tell if the proc is (or isn't) a Lifetap, hence the confusion. 
The Allakhazam premium service helps too, since it lists the weapon effect along with the other details above. Anyway, hope this helps!
