ok so if i am reading correct i should have a 50% haste item if i am a lvl 56 war. Am i correct in this assumption?

The way haste items work is they are based on your level. So if it says level +1%, then that is the maximum haste you will get until you hit the max haste for that item.

i.e. This has max haste of 24%, so at level 23 it will work at full strength.

Take the Silver Chitin Hand Wraps, haste 22% (?). At level 1, it would give you 2%. At level 10, 11%. etc. It only hits full value at the max level.

This is my understanding of the system anyway. I could well be wrong. If anyone knows better then please let me know :) This just feels right.

I hate to disagree, but items with worn haste always have that much haste, no more, no less. So this item will work at full strength as soon as you acquire it, which most likely will be well beyond level 23 anyway.

I think they mean is it additive to any existing haste bonus inherent to the item it is applied to?

his example of fbss which has haste already on it, would the item become a 24% haste or would the two hastes add to make a higher value?

this is not exactly the same situation as having fbss and the silver chitin handwraps where the higher haste on the seperate item always wins, but is adding a haste modifier to an item which already has one.

An Aug simply adds extra abilities to an item. So this aug, would make the item have 24% haste.

It is never additive.

The rule is :
highest item haste + Highest spell/song haste + Bard Ervaj line of overhaste (but not over cap) + Bard Overcap overhaste.

Max haste Caps are:

Level 01 - 30: 50%
Level 31 - 50: 74%
Level 51 - 55: 84%
Level 55 - 59: 94%
Level 60 - 65: 100%

Overcap allows you to break these values, the rest is all up to the cap.

eg. You got 24% item haste and 40% spell haste. AT level 30 you will only have 50%, becuase that is the cap, hit level 31... and your haste would go up to 64% (the cap is 74%).

hmmm my question is if you stick it in say a fbss would it stack with the already current haste since it is on the same item and thus make it 46% haste item?

Stack with what?? Spell yes. Song yes. Another 'worn' haste item would make that 2 worn haste items and I believe that is a violation of rule 3, section 4, code 43 of the BOOK OF HASTE Vol 2. and that is a no no.
