I'd like one of these, I'm a 65 SK Time flagged an' have a bunch of Time an' EP loot bu' don't have a haste item, yeah I know I could go spend 50k fer a ok cloak or something with haste bu' I like the stats from my items ALOT better. Sides being a knight I don't have **** fer dps no matter wha' ya do compaired to any real dps class bu' would still be really nice to have.

Go ahead and correct me if I am wrong but...

Type 8 = Time.

Worn attack gains = 250

I doubt any time melee would benefit from this greatly. Odds are he/she would have haste on a non-filler item and pretty close to the attack cap.

Used to be a proc...

Now correct me if I'M wrong but most people would like a Mana-Free 40% Haste Proc for soloing =)

Now that its just mods it does kinda suck, though, doesn't it.

But casters would benefit =)

You think I'm joking...don't you...

Look at time level caster equipment. It's difficult to find a haste item. I'm sure there are a few, but I know that you sacrifice a lot of focii / mana / HP for them...

So yes, a caster would like this =p (take a look at time weapons as well... casters get some decent stuff and actually may end up being half-decent additional DPS)

Even thought it says Type:Combat don't take everything you read literally. It's a permanent haste augmentation much like the haste and attack buff that ragebringer (The rogue epic) has on it.
The best part of the aug is the fact it does free up having to wear a low stat haste item (CoF , RBB, Quested haste items) allowing you to replace it with even more stats. Though at this point in time if you are capable of obtaining this type of augmentation you probably won't find alot of improved items in the bazaar hehe.

A combat effect going in nonweapon slots? If its not a mistake I'd like to see if this really works

As it's been described to me, it does work. It's super-rare to see pre-Time, though.

I think it ends up proccing based on primary if it's not on a weapon.

Don't take my word for it, though, 'cause it's hearsay.

Aren't the spells that grant procs effectively working on the same principle?

Of course, that would imply order and logic involved in the Dev teams :)~

And there were Range and Secondary slots there..
