I say with all the haste you have, as in perm haste (which should be around 40% at this level) and other haste items. A longer delay with a bit higher damage would prolly give you more DPS.

One thing that is a problem with your problem is, that there is no other weapon with the same DMG DLY ratio Or DMG per second. so it is like Bigmercury said "This is argueably the best 2hb in the game."
There are several examples of similar ratio's with better dps:
Caen's Bo Staff
Rune Etched bamboo bo
Fiery staff of Zha
vanazir, dreamers despair
Staff of transcendece

The problem that everyone fails to see is how fast it is. Many people see it as a good thing. Unfortunately, the reason 2hb for monks are such a hot item is because of the high damage bonus that they have for being slower. A 2hb weapon with a 20 delay no longer has the benefit of the 2hb damage bonus because it is so fast. A lot of damage is lost to this fact. So, a weapon with the same ratio, that is slower, will outdamage this at most levels of attack.

While I agree, that Monks lose out on a bit of dmg bonus due to del. I surgest that you check out a few parsings on this weap.
You will find that the speed makes up for the lack of dmg bonus.
Furthermore, with the monk aa ability to strike more with 2hb weaps in a given round speed becomes a huge factor. The faster you can hit the more likely it will be you utilice this specific aa ability.
Also a note to disbelievers. Fiery staff of Zha has the highest dps of any 2hb in the game outside of time. And I'm next in cue for one. It will be a great upgrade to this fine weap.

what really comes up to me though, is that everyone says get a fiery staff of zha or staff of transecndence but look where this comes from look where those come from. for this all u need to do is go to ww kill efreeti and ur srt flagged. for others u need to get ep/time+ flagged.

This is a nice weapon, upgraded to 125 HP on it.
Fast as hell, i hit regular for up to 215, average around 200,

I remember when they removed teh 19/20 2hb for being too powerfull. :)

I currently have this and it is better then abashi's (imo) and better then the cursed stick..
It hits for roughly 100-150 with 265 strength and I outaggro most warriors, still cant get it off my guild leader though.
They are going to nerf it soon I bet...

Somebody post a link to a pic of this weapon please. This is argueably the best 2hb in the game. I gotta see it. FoH show me the money!!
