it is a raid drop item, and im the lucky SoB to get them, a cleric of all things ;)
they were one of 4 rewards at the end of an LDoN normal risk raid dungeon. You finish the raid successfully, and there are targetable "weapons racks" that you can loot. this was one of four things, as i said. i dont remember 2 of them, but another was a cloak with Spirit of the Wolf on it, and it was a targetable click...had nice nice stats as well, comparable to the legs.
