No then recommended levels on items are different for LDoN . This item is obtained in a level 50 - 60 dungeon because the recommended level is 53 . If you have a 30 - 40 level group doing a dungeon any items that drop will be recommended levels of anywhere from 30 - 40 depending on the levels of the group . Htats just how it goes .

Think the level requirement is just based on the reasoning that you have to be level 20 to participate in a LDoN adventure.
I don't think these things should be labeled as lvl 20 to attain.. A lvl 20 will get about 1 point per adventure.. By the time they got 292 points.. their is no way they would be lvl 20 lol
