Today on Luclin, a GM or guide appeared in PoK, using a character named Captain Jellin.

He would then ask each person what their fletching skill is, and assign them the task to make a particular arrow based on their skill. The reward was a bow (I received this bow) plus a few gems to make up for the cash cost incurred.
Given that no one else has found a source, I would guess this item is a reward for GM quests only.

I think this is a GM or Guide event loot item. We just had a Guide give fletching quests in PoK on Al`Kabor, and I received one of these for my efforts. Looks like I'll replace my Warmaster's Recurved Longbow! ;-)

when ou solo as a ranger you want to pull with a snare,then dot, dot what even nuke you want to hit with then root and shot with bow till root comes off then you want to walk back wards and hit with bow to about 50 life then dot and nuke and root and bow away in this way i find a proc helps out alot may it be a low end or not if you are a good ranger then a proc well not hirt snare is the big thing so good luck to you rangers that fear the proc and have a good one when you find a bow that fits you )
For a group or raid setting, procs dont "hurt" anything, but if you can equip a bow and shoot it, most likely the proc is a joke...and very likely one that will get you killed at some point. All the elemental bows but stonewood, and any other bow that procs a DD, are basically a loaded gun pointed at a ranger's head. Unless you enjoy breaking your own root every 30 seconds or less, running yourself oom and dying cause you couldnt keep a mob standing still...do yourself a favor and dont bother with this crap. Ykeshan Spirit Bow is fantastic, i got one and sold my obsidianwood for profit - was no contest. I keep stonewood but its so slow i use it only for stats when tanking =)
A Ranger who knows what she's doing can manage aggro; she can taunt a mob off a tissue-paper wearing caster in nothing flat and then lose agrro with Jolt and Jolting Blades. I doubt a little 75 hp proc at level 55 will be enough to grab aggro out from under the group tank (assuming the tank knows what she's doing as well). And under what circumstances will a 55 Ranger be using archery in a group setting? You don't get the serious damage output until you get AA's in Archery Mastery, so you do more damage being off-tank.
I don't think he was talking about a group situation, in that he mentioned rooting mobs, (as opposed to snaring them,) which suggests a solo scenario. A technique I like to use is Root + Snare + DoTs + Arrows... a DD bow would make this a *lot* more difficult, since mob would break root all the time and interrupt med breaks or arrow summoning. Can't wait to finally hit 59th level and get EQ and sell my old Tolan's bracer. Unlimited 11+3/10+4 arrows? /drool
I don't know where your parents failed in your nutritional upbringing, but a bow proc of once or twice a day is totally enemic. If you are over 55 and constantly after dk. blue mobs and don't get a proc every five minutes or so, you had better check out Gold's Gym because you seriously need some help. At 61 and with CF3 and AM2, and with only chanter haste, I proc several times a minute (3 to 6), not a day. Of course if you haven't gotten any AAs yet at 55 because you listen to all the impatient peeps telling you to wait till over 65 to do what you should have been doing since 51, then its your own stupid fault.
Not too hot an item. The only possible advantage of this is to keep it for the stamina, unless it procs like EVERY hit, which even then wouldn't make it that great.
As ranger in his 30s (with no alts funneling me endless plat) this is the sort of thing I I look forward too. So few bows have procs ( admittedly the number is increasing) that I always look over the ones that do as a potential upgrade. While I'd love a Elemental Air Bow I don't really plan on owning one day. THere are those of us that dont have that much time to put into this game, and would still like to see some rewards.
